Description: Threading trouble with transient 20th Century mode for clm

Information: See bug 1102

CLM has problems using threading for transient land-use mode when it reads in
a new piece of dynamic land-use data (on year boundaries). Most examples of
this cause the model to die. It does seem to get past the problem if you run
CLM with OUT threading.

Description: The F compset, T31_gx3v7 resolution case has a known problem in terms of different
             processor counts
Date       : 15 January 2010
Contact    : 
Information: The F compset at the T31_gx3v7 resolution does not produce bit-for-bit identical
             solutions if the processor counts are changed.  This problem is presently being
             addressed.
